Description

Cécile Goubet has been the Managing Director of the Sustainable Finance Institute (Institut de la Finance Durable) since September 2023, leading initiatives to promote sustainable finance and mobilize private capital for the ecological and energy transition. Intuitu personae, she is also a member of the Sustainability Standing Committee Consultative Working Group (SSC CWG) at ESMA. Prior to that, she was an advisor to the French Minister of Energy Transition, responsible for issues related to energy efficiency, energy sufficiency and decarbonization. Cécile Goubet has over 15 years of experience in topics related to energy and ecological transition. Her career in climate issues began at the Caisse des Dépôts, where she was responsible for developing market infrastructure for environmental assets, primarily carbon credits, before joining the research team as an analyst monitoring international climate policies. She then spent six years at the French Ministry of Ecology’s Directorate General for Energy and Climate, where she was responsible for various issues concerning the European Union Emissions Trading System (EU ETS) including the role of carbon offsets within the international framework (Kyoto Protocol and, then Paris agreement), as well as tracking European and international negotiations on the aviation and maritime sectors. She also contributed to the World Bank's capacity-building program "Partnership for Market Readiness" and the Carbon Pricing Leadership Coalition initiative. In 2018, she shifted her focus towards decarbonizing transportation, becoming the head of Avere France, the national association for electric mobility, which she led until 2022. Cécile Goubet holds dual Master’s degrees, one in environmental and energy economics and the other in business.
