Description
Merwan’s multi-jurisdictional career started at the Paris office of Shearman & Sterling LLP
where he was an international arbitration attorney. Merwan began his practice working on the
settlement of high-stakes commercial and investment disputes in various industries, including
oil & gas, tourism and textile, under the auspices of the ICSID and the ICC.
Merwan was subsequently assigned to the Abu Dhabi office of Shearman & Sterling where he
joined the Project Development & Finance team. During his tenure in Abu Dhabi, Merwan was
mainly involved in negotiating and structuring a large cross-border natural gas project while
continuing to be involved in the settlement of selected ICSID cases.
Merwan relocated to Honk Kong where, in parallel with his international arbitration practice at
Shearman & Sterling, he earned a master in Common Law from the University of Hong Kong.
Merwan then joined TotalEnergies as senior legal counsel and negotiator focusing on selected
countries including Sudan, Libya, Côte d’Ivoire and Madagascar. After a few years at
TotalEnergies’ headquarters in Paris, Merwan was assigned to Qatar, first as the General
Counsel and Compliance officer of TotalEnergies Qatar, then as the General Counsel,
Compliance officer and Secretary of the board of directors of North Oil Company, an operating
company jointly owned by TotalEnergies and State-owned QatarEnergy.
At the end of his tenure at North Oil Company, Merwan assumed the role of Vice President
Libya, Cyprus, Egypt and Lebanon within the Exploration & Production department of
TotalEnergies in Paris where he was in charge of handling business and legal matters and
negotiations in these jurisdictions.
Merwan has recently taken up the position of Senior Disputes Manager, a role which entails the
overseeing of international arbitration cases in which TotalEnergies holds a stake.
Merwan graduated with a master in private law and a postgraduate diploma in international
business law from the University Paul Cézanne (Aix-en-Provence) in France. He also earned a
master in Common Law at the University of Hong Kong. Merwan is a former member of the
Paris Bar.
A dual national of Algeria and France, Merwan is a native Arabic and French speaker, also
speaking Japanese at a beginner level. Given his education and experience, Merwan is perfectly
capable of conducting proceedings in Arabic, French and English.
